This photo was taken many years ago when London, Ont. still had a shop track and shop. The bell cartridge was not working and needed to be changed out, a common task. Not the right way to do this job, but back then you did what you had to, to get the job done...today they would fire you if they saw this scene happening...safety first...George Dutka
